The US confirmed sending controversial cluster bombs to Ukraine, calling it a difficult decision. UK, Canada, New Zealand, and Spain oppose the use of these weapons, which are banned by over 100 countries due to their danger to civilians and failure rate.
A military aid plan for Ukraine totaling $800 million (£626 million) has been discussed, US President Biden said in an interview. The Ukrainians were running out of ammunition, so he took action. Human rights organizations, notably Amnesty International, criticized the decision on the grounds that cluster munitions represent a serious threat to civilian lives.
According to US National Security Advisor Jake Sullivan, American cluster bombs in the fighting failed less frequently than Russian ones. Some Western friends, however, declined to support the choice. The 123 nations who have ratified the Convention on Cluster Munitions, which forbids the manufacturing or use of weapons and discourages their use, were highlighted by UK Prime Minister Rishi Sunak.
According to Biden, Ukraine is running out of ammunition as he discussed the situation with allies and colleagues on the Hill in Washington. According to Jake Sullivan, Jake Biden's national security adviser, Ukraine needs cluster bombs as a "bridge of supplies" as the United States ramps up artillery production.
The United States won't leave Ukraine defenseless during the fight, Sullivan emphasized.
The prime minister of New Zealand, Chris Hipkins, has criticized the deployment of cluster bombs in Ukraine, saying that they can do "indiscriminate damage to innocent people" and have long-lasting consequences. New Zealand's opposition to the use of cluster bombs in Ukraine was known to the White House.

Several weapons and bombs could not be transferred to Ukraine, according to Spain's Minister of Defence Margarita Robles, and Canada raised concern about the potential effects on children. While Moscow and Kiev utilized cluster bombs during the conflict, the US, Ukraine, and Russia have not ratified the agreement.
Germany, a treaty signatory, stated that while it would not give Ukraine such weapons, it understood the American stance. Cluster bombs will only be used to breach enemy defense lines and not in populated areas, according to the assurances of Ukraine's defense minister.
